  • Item 8A: 2021 Paving Project
    • New Enterprise was awarded the project and commenced work on September 13, 2021.
    • Milling and paving of the northwest quadrant is nearing completion.
    • Deadline for completion is September 28, 2021.
  • Item 8B: Ordinance Regarding Implementation of Act 50 of 2021
    • Establishes procedures for regulating small wireless facilities in the public right-of-way.
    • Recommended Action: Grant tentative approval to Ordinance #659.
  • Item 8C: Resolution 2021-06
    • Adopts a design manual for regulating small wireless facilities to ensure aesthetics are maintained.
    • Recommended Action: Grant tentative approval to Resolution 2021-03 (to be passed after Ordinance 659).

9. Administration Committee (Houser, Jacoby & Kuhar)

  • Item 9A: 2021 Budget Preparation
    • Manager is preparing preliminary numbers.
    • Administration committee meets October 5th to compile a tentative budget for Council review in October.
    • Final adoption expected at the November meeting.
  • Item 9B: Employee Pension Plans
    • Council must establish contribution rates and determine State pension aid distribution.
    • Action #1: Adopt MMO calculation for non-uniformed plan ($132,396).
    • Action #2: Adopt MMO calculation for uniformed plan ($55,407).
    • Action #3: Adopt MMO calculation for defined contribution plan ($6,038).
    • Action #4: Adopt Resolution #2021-03 establishing 3% employee contribution rate for non-uniformed plan.
    • Action #5: Adopt Resolution #2021-04 establishing 3% employee contribution rate for uniformed plan.
    • Action #6: Adopt Resolution #2021-05 authorizing distribution of State aid check.
  • Item 9C: Part-time Employee
    • Tracy Brunatti to be hired to clean offices and tennis center at $10. 50/hr.

  • Item 11A: Approve minutes of previous meeting(s).
  • Item 11B: Approve August 2021 financial statement.
  • Item 11C: Approve payment of bills totaling $595,416. 75.
  • Item 11D: Noise Exemption Petition
    • PLCB approved exemption on September 22, 2021.
    • Exemption remains in effect until September 22, 2026.
  • Item 11E: Lease Agreement with Goodwill of the Southern Alleghenies
    • Current lease (started Oct 18, 2018) terminates September 31, 2021.
    • Tenant requested one-year renewal commencing October 1, 2021.
    • Recommended Action: Approve one-year lease with Goodwill.
  • Item 11F: Lease Agreement with Cambria County Child Development Corp.
    • Current lease (started Oct 18, 2018) terminates September 31, 2021.
    • Tenant requested three-year renewal from October 1, 2021, to September 31, 2024.
    • Recommended Action: Approve three-year lease with Cambria County Child Development Corp.
  • Item 11G: Adjoining Land Merger
    • Simple land merger for property at 726 N. Marian Street.
    • Planning Commission reviewed on September 1, 2021, and recommended approval.
    • Recommended Action: Approve land merger plan for 726 N. Marian.

  • Item 12A: Police Department: Written report submitted by Chief Wyland.
  • Item 12B: Public Works Department: Written report submitted by Director Jeff Evans.
  • Item 12C: Community Development: Written report submitted by Director Danea Koss.

  • Item 12E: Codes Enforcement: Monthly report forwarded to Council.
