Key Agenda Items & Reports
Consent Agenda The following routine items are recommended for approval by a single motion:
- Item 8B: Record the part-time hiring of Malia Kutchman at the tennis center, effective August 27, 2020.
- Item 9A: Approve minutes from the August 24, 2020 meeting.
- Item 9B: Approve the financial statement.
- Item 9C: Approve payment of bills.
- Item 10D: Approve the design for a taxiway improvement project in 2020.
Water, Wastewater & Stormwater Committee (Ball & Kuhar)
- Reports: Receive reports from Inframark on wastewater and water treatment plant operations.
- North Spruce Street Water Project: Approve bidding for a 600-foot water line replacement to fix leaks. This must be completed before street resurfacing in 2021.
- Sewer Projects: Approve bidding for two small sewer line projects:
- A 200-foot line in the rear yards of the 700 block of East Ogle Street.
- A 200-foot new main in the 200 block of North Marian Street to provide service.
Street Committee (Ball, Houser & Owatt)
- 2020 Sidewalk Project: Note that primary work is complete, with only minor punchlist items remaining on East Sample Street.
- 2020 Street Resurfacing: Note that milling and resurfacing in the northeast quadrant is expected to begin in early October.
- Sidewalk Ordinance: Grant tentative approval to Ordinance #655, which amends requirements for sidewalks on West Sample Street.
Administration Committee (Houser, Jacoby & Kuhar)
- Borough Manager Retirement: Note that the Borough Manager will retire on March 6, 2021. The council will meet in executive session to discuss the search process.
- Tennis Center: Record the hiring of Malia Kutchman (also listed in Consent Agenda).
- 2021 Budget Preparation: Note that the manager is preparing preliminary numbers. A tentative budget will be compiled on October 12 for review, with final adoption expected in November.
Diversity Committee (May, Kuhar & Houser)
- Gender-Neutral Code Revisions: Grant tentative approval to Ordinance #656. This ordinance will edit all borough ordinances and resolutions to replace gender-specific terms (e. g. , "he," "his") with gender-neutral language.
General Business
- Financials: Approve the minutes of the August 24 meeting and the August 2020 financial statement.
- Bills: Approve payment of bills totaling $779,963. 88.
- Airport Capital Improvement Plan: Approve the design for a taxiway improvement project in 2020. The Bureau of Aviation has authorized a second grant for this design, with construction planned for 2021.
- Garbage/Recycling Bids: Award a 3-year contract (starting January 1, 2021) to Pro Disposal, Inc. for weekly garbage and recycling service.
- Note: The current customer charge of $18. 50/mo will not be adjusted, as the borough's annualized cost increase is less than $1,400. Spring clean-up will be provided at no additional cost.
- Outdoor Burning: Grant final approval to Ordinance #654, which bans outdoor burning with the exception of recreational fires.
- Covid-19 Financial Impact: Note that while revenue is down at the YPCC, tennis center, and swimming pool, expenses have been reduced accordingly.
- Cambria County CARES Act Grants: Adopt Resolution 2020-12 to apply for $375,240 in Covid-19 relief funds. This covers eligible police personnel costs and cleaning/sanitizing supplies.
- Dog Park: Approve the site plan for a dog park at Lake Rowena, to be constructed by the Rotary Club. The borough will provide water and stormwater installation as in-kind matching funds.
- Middle School Football Field: Note that a rezoning request is pending for the former field. A public hearing is scheduled for October 5th.
- Zoning Amendment: Refer a request to amend the Zoning Ordinance regarding front yard fences to the planning commission for review.

Other Business
- Ebensburg Municipal Authority: Minutes from the last meeting are included in the packet.
- Ebensburg Planning Commission: A lot merger at 320 East High Street was tabled and is scheduled for consideration again on October 1st.
- Ebensburg Zoning Board: No activity reported.
Executive Session
The council will hold an executive session to discuss the search process for a new Borough Manager.
