Chapter 19: Water – Public Water System (Ebensburg Borough)
This chapter establishes the rules, management, and financial structure for the public water system in the Borough of Ebensburg.
Management & Authority (§19-101)
- The Council of the Borough of Ebensburg has exclusive charge and management of the water system.
- The Borough Manager must report to Council any violations of water system rules or breaches of contracts related to the system.
- All consumers using Borough-supplied water are bound by this Part and all associated rules and regulations.
Rules & Regulations (§19-102)
- The Municipal Authority adopts rules and regulations governing the water system via resolution.
- The Borough Council, as manager, enforces those adopted rules and regulations.
Rates, Fees & Charges (§19-103)
- The Municipal Authority sets schedules for:
- Water rates
- Tapping fees
- Fire service charges
- The Borough Council applies these rates and fees as adopted.
Public & Non-Profit Use (§19-104)
- No free service is provided by the water system.
- All public corporations, charitable/nonprofit institutions, school districts, and other political subdivisions must pay for water use according to the official schedule of charges.
Penalties (§19-105)
- Violators face:
- A fine of up to $600 plus costs
- Up to 30 days imprisonment if fines/costs are not paid
- Each day a violation continues counts as a separate offense.
