Key Definitions
- Bicycle: A human-powered vehicle with two tandem wheels, each over 14 inches in diameter.
- Segway or Motorized Scooter: A two-wheeled device with a standing platform, powered by a motor not exceeding 2 horsepower.
- Street: Any public road, street, alley, or way (excluding grassplots and sidewalks).
- Reflector: A device at least 1-inch in diameter, visible from 500 feet.
Rules of the Road
- General Operation: Operators have the same rights and duties as vehicle drivers.
- Sidewalks: Riding is permitted unless a usable bike lane is present.
- Streets and Paths:
- Ride on the right side of the road, in the same direction as traffic.
- On one-way streets with two or more lanes, riders may use the left lane.
- Right-of-Way: Riders on sidewalks or bike paths must yield to pedestrians and give an audible signal before passing.
- Passengers: Only one person per bicycle is allowed, except an adult may carry a child in a backpack, sling, or ASTM-certified child seat.
- Clinging to Vehicles: It is illegal to attach a bicycle to a moving vehicle.
- Carrying Articles: Loads must not obstruct the rider's vision or prevent them from keeping one hand on the handlebars.
- Improper Riding: Racing, speed contests, and stunt riding are prohibited unless officially sanctioned.
- Traffic Devices: Operators must obey all official traffic-control devices and signs.
Safety Equipment
- Lights and Reflectors (Sunset to Sunrise):
- Front: A white light visible from at least 500 feet.
- Rear: A red reflector visible from 100 to 600 feet.
- Sides: An amber reflector on each side.
- Brakes: Every bicycle must have a braking system capable of stopping from 15 mph within 15 feet on dry pavement.
Parking
- Bicycles may be parked on sidewalks unless prohibited, but must not block windows, parking meters, or the main path.
- Do not secure bikes to signs, trees, or other official fixtures.
- Use designated bicycle racks where available. Parking at a rack for more than 72 hours is prohibited.
Penalties
Violations are handled differently based on the offender's age:
- Persons 15 and Under:
- First Offense: A written reprimand is sent via certified mail to the parents or guardian.
- Second Offense: The offender must appear at Police Headquarters with the bicycle, accompanied by a parent or guardian.
- Persons Over 15:
- Subject to a fine of up to $10. 00 plus prosecution costs.
- Corporations or partnerships face a fine of up to $25. 00 plus costs.
Impounding and Sale
- Bicycles found in the possession of someone other than the legal owner will be impounded.
- If not claimed within 90 days, the bicycle will be sold at a public auction.
- A notice describing the bicycle must be published in a local newspaper at least one week before the sale.
- Proceeds from the sale go to the Borough’s General Fund.
