Ebensburg PA Municipal Authority: May 2022 Operations Report

Executive Summary
Inframark continued operations at the Ebensburg Wastewater Treatment Plant throughout May 2022, treating a total of 32. 391 million gallons of wastewater. The facility operated continuously for 744 hours, producing 31,426,000 gallons of treated water. There were no permit violations reported for the month.
Operations & Maintenance
- Wastewater Treatment: The plant treated 32. 391 million gallons in May, with an average daily flow of 1. 044 MGD.
- Water Treatment Plant (WTP):
- Produced 31,426,000 gallons of water.
- The Saltlick pump station supplemented 2,796,456 gallons.
- Routine monthly compliance samples were collected and state reports submitted.
- Maintenance Tasks: Staff completed 53 work orders, including:
- Calibrating online compliance analyzers and lab instruments.
- Replacing push block tubing on the CL17 chlorine analyzer.
- Installing a new sump pump in the raw water meter vault after a failure on May 11th.
- Completing the hillcrest tank washout/inspection project on May 13th.
- Installing LED lighting in the clarifier room.

Wastewater Maintenance Expenditures (May 2022):

- Remaining Balance: $20,952. 60 (against a contract total of $26,010. 00 per year)
- Key Vendors: Hach ($677. 07 for raw water valve seal kit), The Meter Guy LLC ($550. 00 for plumbing supplies).
Health & Safety
- Wastewater Facility: Employees worked 6,329 days without a lost-time injury or recordable incident. Daily tailgate meetings were held.
- Water Treatment Plant: Personnel worked 851 days without an accident or injury.
- Training Topics Covered: Weekly tailgate meetings, COVID-19 updates, Personal Protective Equipment (PPE), tool safety, and DEP hold study SOP.
Noteworthy Events
- May 3rd: Second quarter disinfection by-product samples were collected. Sample site 701 (airport) exceeded the maximum contaminant level (MCL). A public notice was issued via Swift Reach, and paperwork was filed with PA DEP.
- May 11th: Staff discovered the raw water meter vault was filling with water due to sump pump failure. The vault was pumped out, and a new sump pump was installed.
- May 13th: The hillcrest tank washout/inspection project was completed, and the south tank was placed back online.
- May 15th: Inframark increased water production at the WTP and began supplying Nanty Glo with 300 GPM.
- May 17th: Mr. Dwayne Lowry, Inframark’s senior technical manager, visited Ebensburg to develop recommendations to resolve the recurring disinfection by-product violation. A meeting with Mrs. Cook and Stiffler McGraw is scheduled for June 23rd to discuss these recommendations.
- May 19th: Water treatment plant flow meters were calibrated (annual requirement).
- May 27th: Nanty Glo closed the interconnect and stopped purchasing water. Flows and chemicals were adjusted to return the plant to normal operating conditions.
