Ebensburg Municipal Authority Monthly Reports (February 2023)

Inframark submitted two separate monthly reports for February 2023, dated March 27, 2023: one for the Water Treatment Plant (WTP) and one for the Wastewater Treatment Plant (WWTP). Both were addressed to the Ebensburg Borough Authority Members.


Water Treatment Plant (WTP) Report

Executive Summary:

  • Treated 24,784,000 gallons of reservoir water in February 2023.
  • Average daily production: 885,143 gallons/day.
  • This represents an ~80,000 gallon/day reduction compared to February 2022.
  • Purchased and blended 61,216 gallons/day from Saltlick into the distribution system.
  • Elevated tank returned to service on February 2nd; pump alternations monitored and SCADA alarm setpoints restored.
  • On February 14th, Inframark conducted an electrical evaluation of EMA’s water pumping stations and sewer lift stations — discussion with borough manager scheduled for March 22nd.
  • On February 9th, PA DEP notified EMA that the plant was selected for the prestigious Area Wide Optimization Program (AWOP) award — to be presented at PRWA conference in State College on March 30th.
  • Discovered roughly 14 million gallons of revenue water totaling $38,000 that can be billed to Nanty Glo for 2022.

  • Conducted process control analysis, monitored backwash flow rates, observed filter media daily.
  • Continuously monitored clarifiers for sludge content and settling capability.
  • Adjusted flows and chemical feed rates daily; performed DAF scraper adjustments.

Maintenance & Repair (79 work orders completed):

  • Ladder inspections, greased DAF recycle pump and scraper.
  • Fire extinguisher and SCBA inspections.
  • Exercised sump pumps; inspected eye wash/safety showers.
  • Greased clarifier drives; cleaned clarifier troughs.
  • Tested chlorine room alarm; greased finished water pumps/motors.
  • Alternated finished water pumps; cleaned pH and turbidity meters weekly.
  • Jar testing to optimize chemical usage; verified DAF sump level sensors.
  • Repaired DAF wash valve; pumped standing water in effluent valve vault.
  • Monitored filter beds for deficiencies; cleaned lagoon vault and facility.

Financial Update:

  • Maintenance Expenditure: $68. 64 to Long Barn for plumbing solder/map gas/flux.
  • Maintenance Cap: Contract total $26,522. 00/year; previous balance $26,522. 00; spent this month $68. 64; remaining balance $26,453. 36.

Health & Safety:

  • No accidents in January (note: report is for February, but text references January).
  • Personnel have worked 1,124 days (3 years 2 months) without accident/injury.

Wastewater Treatment Plant (WWTP) Report

Executive Summary:

  • Treated 22,792,471 million gallons of clean water to Howells Run in February 2023.
  • Daily average: . 6651 million gallons/day.
  • All testing and operational requirements met.
  • Centrifuge operated as needed; 6. 530 tons of sludge sent to landfill.

On the Radar:

  • Borough Engineer evaluating installation of new 20” influent valve for SBR tank #2.
  • Contractor Hickes visited site on December 7, 2022, to assess valve replacement project.

Operations & Compliance:

  • SBR tank testing done Mon/Wed/Fri for process control.

Plant Operations:

  • Completed all work orders; swept/hosed influent building floor, centrifuge building floor, and sludge dumpster area.

Maintenance & Repair:

  • Completed monthly safety inspection.
  • Hosed/cleaned centrifuge building floor as needed; swept/mopped control building floors weekly.
  • Hosed/cleaned U. V. channel; cleaned Banks A and B bulbs.

Financial Update:

  • Maintenance Expenditure: $306. 42 to State Chemical for 1 case of bee spray.
  • Maintenance Cap: Contract total $25,691. 76/year; January 2023 spending $306. 42; contract year-to-date $306. 42; remaining balance $25,385. 34.
