Ebensburg Municipal Authority: December 2025 WTP Monthly Report

Executive Summary & Plant Operations
During December 2025, the Ebensburg water treatment plant treated a total of 35,328,000 gallons of reservoir water. This equates to an average daily production of 1,139,613 gallons. Additionally, an average of 68,060 gallons per day were purchased from Saltlick and blended into the distribution system.
Key Operational Events:
- December 10th: A mainline break occurred on Campground Road. Inframark provided oversight while Borough staff repaired the leak without service disruption. The leak was on a fire hydrant line; Inframark recommends repairing or replacing the hydrant immediately.
- December 19th: The facility experienced a power outage. The plant shut down properly and restarted once power was restored. One clarifier VFD faulted and required a manual restart.
- Filter Evaluation: A quarterly evaluation of Filter #1 was completed. Troughs, filter media, and air scour systems were in excellent condition with no deficiencies found.
- Reservoir Levels: The upper reservoir water level is currently 8 feet below full pool level.
- Maintenance Coordination: Inframark is coordinating with Greenland Construction to schedule repairs on the upper reservoir intake structure. They are scheduled to be onsite the last week of January to remove metal debris from the tower, subject to weather conditions.
Compliance & Monitoring
- Bacteriological Samples: Nine samples were collected in December. Zero were found to be total coliform positive.
- Chlorine Levels: Five samples were collected (one per week). All met the minimum requirement of 0. 20mg/L free chlorine.
- Reporting: The Monthly Operating Report (MOR) containing over 20,000 data points was submitted to the PA DEP.
- Unaccounted Water: A study/plan regarding historical water loss was submitted to the PA DEP on 12-20-22; a response is pending.
Maintenance & Repair
Inframark staff completed 83 work orders in December, including:
- Fire extinguisher and ladder inspections.
- Sump pump exercises and SCBA repair.
- Painting of radiators, lab walls, and installation of a new basement hallway light.
- Lagoon vault cleaning.
- Eye wash/safety shower inspections.
- Greasing of clarifier drives and finished water pumps/motors.
- Cleaning of clarifier troughs, pH meters, and turbidity meters.
- Chlorine room alarm test.
Financial Update
Maintenance Expenditures:
- Casco USA: $1,969. 53 (DAF compressor annual service)
- LB Water: $199. 28 (Sump Pump)
- Wal-Mart: $151. 13 (Painting supplies/operator logbooks)
- Ace Hardware: $64. 41 (Filter sprayer/light fixture/safety paint)
- The Long Barn: $50. 20 (Block sealer for basement)
Caps for WTP Budget Status:
- Maintenance Cap: Contract total is $25,950. 84/year. With $2,434. 55 remaining from the previous balance and $2,597. 07 spent this month, the remaining balance is $162. 52.
- Chemical Cap: Contract total is $93,423. 12/year. $12,510. 74 was spent this month. The remaining balance is $0.
Health & Safety
- There were no accidents in December.
- Personnel have worked 2,161 days (6 years) without an accident or injury.
- Weekly tailgate meetings and safety flash reports are ongoing.
