Ebensburg Municipal Authority Water Treatment Plant Report - September 2024

Executive Summary & Operations

During September 2024, the Ebensburg water treatment plant treated a total of 37,603,000 gallons of reservoir water. This represents an average daily production of 1,253,433 gallons, which is an increase of 313,200 gallons per day compared to historical averages for September.

  • Purchased Water: An average of 251,720 gallons per day was purchased from Saltlick and blended into the distribution system. This higher-than-normal volume was due to excessive water loss, contractor flushing for a water line project, and Nanty Glo purchasing water.
  • Nanty Glo Supply: On September 11th, Nanty Glo requested 200 GPM due to their inability to produce enough water. They shut off on September 17th, then resumed on September 19th at 300 GPM. Nanty Glo continued purchasing water into October.
  • Reservoir Levels: The upper reservoir level dropped 2. 0 feet during the month and is currently down 8. 5 feet. The stream flow bypass valve was operated several times to ensure a minimum of 270,000 gallons were bypassed daily.
  • Maintenance: Staff performed preventative maintenance on online instruments, including installing a new salt bridge and solution for the raw water pH probe, cleaning CL17, and installing a new seal kit on the spare caustic pump.
  • Facility Upgrades: New LED lighting was installed inside the base of the elevated tank pumping station. Staff rebuilt the hypo pump at the Ogden tank site on September 6th.
  • Pump Issues: The #1 pump at Saltlick tripped out and failed to start twice during the month. Staff investigated but found no issues; the pump is currently functioning properly. All pump station pumps/motors were greased.

Compliance & Regulatory Updates

  • Monthly Reporting: The September Monthly Operating Report (MOR), containing over 20,000 data points from operators and the SCADA system, was submitted to the PA DEP.
  • Bacteriological Samples: Nine samples were collected as required by state regulations. Zero samples tested positive for total coliform.
  • Chlorine Monitoring: Four chlorine samples were collected in September, all meeting the minimum requirement of 0. 20mg/L free chlorine.
  • Water Loss Study: Inframark submitted a study/plan (dated 12-20-22) to the PA DEP detailing historical water loss and plans to address unaccounted-for water. A response from the PA DEP is pending.
  • Instrument Calibration: Online and lab instrumentation were calibrated to meet PA DEP requirements. Comparative grab samples were collected to ensure the accuracy of continuous chlorine analyzers, turbidimeters, and pH analyzers.

Performance Evaluation

  • FPPE Rating: On May 23-24, the Pennsylvania DEP performed a Filter Plant Performance Evaluation (FPPE). An exit meeting was held on October 10th to review findings.
  • Result: The Ebensburg Filter plant received an overall "Commendable" performance rating. The PA DEP noted that less than 12% of facilities in Pennsylvania receive this rating and congratulated the Ebensburg Municipal Authority (EMA) on achieving this accolade.

Maintenance & Repair

Inframark staff completed 58 work orders in September. Key activities included:

  • Fire extinguisher and ladder inspections
  • Sump pump exercises
  • CL17 service and caustic pump rebuild
  • pH probe salt bridge/solution replacement
  • Seal kit installation on LMI pump
  • Dock step repair
  • DAF lightning mixer oil level inspections
  • Blower lubrication
  • Lagoon vault cleaning and float adjustments
  • Eye wash/safety shower inspections
  • Greasing clarifier drives and cleaning clarifier troughs
  • Chlorine room alarm test
  • Greasing finished water pumps/motors
  • Alternating finished water pumps
  • Weekly cleaning of pH and turbidity meters
  • Jar testing to optimize chemical usage
  • DAF sump level sensor verifications
  • Monitoring filter bed expansion
  • General facility cleaning
