Ebensburg Municipal Authority: October 2023 WTP Monthly Report

Executive Summary & Operations

During October 2023, the Ebensburg water treatment plant treated a total of 26,551,000 gallons of reservoir water. This averages to approximately 856,484 gallons per day. Additionally, an average of 58,980 gallons per day was purchased from Saltlick and blended into the distribution system.

Key operational updates include:

  • Water Quality: Third-quarter disinfection by-product samples (collected at sites 700 Mini mall and 701 Airport) were found to be under the Maximum Contaminant Level (MCL) for Haloacetic acids and Trihalomethanes. This marks the fourth consecutive quarter of compliance.
  • Raw Water Testing: On October 25th, PA DEP collected raw water samples for cyanotoxins; no detects were found.
  • Equipment Status:
    • The DAF unit remains offline due to high raw water manganese levels. It is expected to return to service in mid-to-late November once levels drop below the MCL.
    • The WTP generator was serviced and is in good operating condition.
    • Annual maintenance was performed on chlorine feed equipment on October 16th.
    • A faulty output signal converter at the Saltlick pumping station was identified and sent back to the factory for repair.
    • The downstream by-pass flow valve was operated several times to meet the instream flow requirement of 270,000 GPD.

Compliance & Maintenance

  • Reporting: The October monthly compliance report was submitted to the PA DEP. Inframark also received and submitted the 2022 Water Allocation Permit Compliance Report on November 3rd, 2023.
  • Sampling: Nine bacteriological samples were collected in October, with zero total coliform positives. Five chlorine level samples were also collected, all meeting the minimum requirement of 0. 20mg/L free chlorine.
  • Maintenance Work: Inframark staff completed 99 work orders in October. Key tasks included:
    • Fire extinguisher, SCBA, and ladder inspections.
    • Sump pump exercises and DAF repairs/inspections.
    • Blower lubrication and finished water pump packing inspections.
    • Hillcrest chlorine analyzer cleaning/calibration.
    • Ogden tank chemical feed system inspections.
    • Eye wash/safety shower inspections and chlorine room alarm tests.

Financial Update

Maintenance Expenditures:

  • RAM Industrial Services: $834. 74 (Baldor ¾ HP motor for DAF)
  • Long Barn: $130. 65 (DAF decking for wiper repair)
  • Heritage Environmental: $2,203. 00 (Annual chlorine room equipment PM)

  • Previous Balance: $14,772. 88
  • Total Spent This Month: $3,168. 39

Health & Safety

  • There were no accidents or injuries in October.
  • Personnel have worked 1,369 days (3 years and 10 months) without an accident or injury.
  • Recent training activities included weekly tailgate meetings, COVID-19 updates, and a Winter weather SOP review.
