Ebensburg Municipal Authority: October 2025 WTP Monthly Report

Executive Summary & Operations

During October 2025, the Ebensburg water treatment plant (WTP) treated a total of 32,802,000 gallons of reservoir water. This averages to approximately 1,058,129 gallons per day. Additionally, an average of 62,011 gallons per day was purchased from Saltlick and blended into the distribution system.

Key operational events included:

  • Power Outage: On October 16th, the facility experienced a power outage. The plant ran on a generator for two hours until line power was restored. A finished water pump valve did not shut down properly but was manually forced closed using transmission line pressure.
  • Mainline Break: On October 22nd, Inframark provided oversight for a mainline break on Park Street with a leak rate of upwards of 700 GPM. Borough staff isolated and repaired the leak. Inframark collected check samples, oversaw hydrant flushing, and managed the boil water advisory paperwork submitted to PA DEP.
  • Equipment Failure: A sump pump in the basement storage room failed during routine inspections. Staff replaced it before any flooding occurred.
  • Generator Maintenance: Cummins performed annual preventative maintenance on the onsite generator, which was found to be in good operating condition.
  • Reservoir Levels: The upper reservoir water level is currently 7. 5 feet below full pool level.

Compliance & Monitoring

  • Bacteriological Samples: Nine samples were collected as required by state regulations. Zero samples tested positive for total coliform.
  • Chlorine Levels: Four samples were collected in the distribution system, all meeting or exceeding the minimum requirement of 0. 20mg/L free chlorine.
  • Disinfection By-products: Fourth-quarter samples for Haloacetic acids and Trihalomethanes were collected at sites 700 Mini mall and 701 Airport. Both were found to be under the Maximum Contaminant Level (MCL).
  • PFAS/DBP: Fourth-quarter DBP and PFAS samples were collected.
  • Water Loss Study: A study/plan submitted to PA DEP on 12-20-22 regarding historical water loss and unaccounted-for water is still awaiting a response.

Maintenance & Repair

Inframark staff completed 86 work orders in October. Key activities included:

  • Fire extinguisher and ladder inspections.
  • Sump pump exercises and replacement in the basement storage room.
  • DAF air saturation adjustments and sump level sensor verifications.
  • Cleaning of clarifier troughs, pH/turbidity meters, and the facility.
  • Greasing of finished water pumps/motors and clarifier drives.

Financial Update

Maintenance Expenditures:

  • All-American Fire Equipment: $300. 83 (Annual fire extinguisher inspection)
  • USA Blue Book: $2,455. 13 (DAF PAC Pump)
  • The Long Barn: $28. 40 (SCH-40 pipe fittings)
  • LB Water: $226. 85 (Sump pump)
  • Ace Hardware: $68. 84 (Plumbing for expansion tank)

Caps for WTP:

  • Maintenance Cap: Contract total is $25,950. 84/year. Previous balance was $6,941. 34. Total spent this month was $3,080. 05, leaving a remaining balance of $3,861. 29.
  • Chemical Cap: Contract total is $93,423. 12/year. Total spent this month was $9,491. 20.

Health & Safety

  • There were no accidents in October.
  • Personnel have worked 2,100 days (5 years, 10 months) without an accident or injury.
  • Training activities included weekly tailgate meetings, visitor safety SOP reviews, and hydrant flushing procedures.

Community Engagement

Inframark hosted a tour of the WTP facility for students from Bishop Carrol High School’s Applied Chemistry and Ecology classes.
