Ebensburg Municipal Authority: November 2024 WTP Monthly Report

Executive Summary & Operations

  • Water Production: The Ebensburg water treatment plant treated 32,548,000 gallons of reservoir water in November. This averages to 1,084,933 gallons per day, which is an increase of 161,000 gallons per day compared to the previous year.
  • Purchased Water: An average of 68,907 gallons per day was purchased from Saltlick and blended into the distribution system. This higher-than-normal amount is due to excessive water loss in the system.
  • Intake Tower Inspection: On November 4th, Inframark shut down the raw water feed line to inspect the intake tower. They discovered a deteriorated, caged ladder that had fallen into the middle of the intake and found that the very bottom intake valve was slightly open.
  • Dam Inspection: On November 26th, Inframark and the PA DEP conducted annual dam inspections. Recommendations included concrete repairs, clearing vegetation, monitoring seepage at the upper reservoir, and evaluating/exercising drain valves twice a year.
  • Reservoir Levels: The upper reservoir level is currently down 10. 5 feet but has been kept relatively constant by recent rain and snow melt events.
  • Staff Certification: Employee Kyle Smiley has passed all required exams to become fully certified to operate the Water Treatment Plant (WTP). He is filing his license application with the PA DEP and expects to receive it by March 2025.
  • Equipment Issues: A worn pinion gear was discovered in the rapid mix gearbox assembly. A quote for repair or a new gearbox has been requested from the manufacturer.
  • Pumping Stations: Regular inspections were conducted. Chlorine boosting at the Ogden tank site was stopped as colder weather allowed chlorine residuals to stabilize. All pump motors were greased, and chemical/feed equipment was stored for winter. Heaters and exhaust fans were prepared for winter operation.

Compliance & Maintenance

  • Compliance Reporting: The November Monthly Operating Report (MOR) was submitted to the PA DEP. This report contains over 20,000 data points collected by operators and the SCADA system.
  • Water Quality Sampling:
    • Nine bacteriological samples were collected; zero were found to be total coliform positive.
    • Four chlorine level samples were collected in the distribution system, all meeting or exceeding the minimum requirement of 0. 20mg/L free chlorine.
  • Instrument Calibration: Online and lab instrumentation were calibrated to meet PA DEP requirements. Comparative grab samples were taken to ensure the accuracy of continuous chlorine analyzers, turbidimeters, and pH analyzers. Method 334. 0 quarterly calibrations were completed.
  • Maintenance Work Orders: Inframark staff completed 68 work orders in November, including:
    • Fire extinguisher and ladder inspections.
    • Sump pump exercises and caustic pump flushing.
    • ASCO solenoid replacement on the raw water valve.
    • CL17 cleaning/roller block assembly.
    • DAF lightning mixer oil level inspections and air saturation gauge valve positioning.
    • Blower lubrication and lagoon vault cleaning/float adjustments.
    • Eye wash/safety shower inspections.
    • Greasing clarifier drives and finished water pumps/motors.
    • Cleaning clarifier troughs and testing the chlorine room alarm.

Financial Update

  • Maintenance Expenditures:
    • RAM Industrial: $2,013. 67 for a DAF recycle pump stack kit and seals.
    • Long Barn: $144. 40 for hangers/anchors/plumbing to relocate TU5300.
  • Maintenance Cap Budget:
    • Contract Total per Year: $25,000
    • Previous Balance: $5,996. 78
    • Total Spent This Month: $2,158. 07
    • Remaining Balance: $3,838. 71

Health & Safety

  • There were no accidents in November. Personnel have worked 1,765 days (4 years, 11 months) without an accident or injury.
  • Training and Presentations: Included weekly tailgate meetings, upper reservoir intake operations review, DCP review, and CMP review.
