Ebensburg Municipal Authority: January 2024 WTP Monthly Report

Executive Summary & Plant Operations

  • Water Production: The Ebensburg water treatment plant treated 35,761,000 gallons of reservoir water in January. This averages to 1,153,581 gallons per day, an increase of 158,002 gallons per day compared to historical averages for the month.
  • Purchased Water: An average of 121,290 gallons per day was purchased from Saltlick and blended into the system. This higher volume was due to a large mainline break in Ebensburg’s system and additional water sold to Jackson Township.
  • Major Incident (Jan 1): On New Year's Day, a significant leak was discovered on West Street around 3 pm. The leak was difficult to isolate, causing the water supply to reach critical levels. Inframark staff worked alongside borough crews for three days to repair the leak, refill the system, flush hydrants, and collect bacteriological samples to lift the boil water notice.
  • Maintenance Issues:
    • Hillcrest elevated tank motor #2 tripped and required a manual reset.
    • A replacement seal kit was installed on the DAF unit Goulds recycle pump after the top seal on the impeller shaft was found torn.
    • A new ASCO solenoid was installed on the raw water valve.
    • On January 26th, RAM Industrial was called to pull lagoon motor pumps because pump #2 was not operating properly due to a deteriorated flange valve. Pricing for the repair is currently being determined.

Compliance & Monitoring

  • Bacteriological Samples: Nine samples were collected in January; zero were found to be total coliform positive.
  • Chlorine Levels: Five samples were collected, all meeting the minimum requirement of 0. 20mg/L free chlorine.
  • Disinfection By-products: First-quarter samples for Haloacetic acids and Trihalomethanes were collected on January 5th at sites 700 Mini mall and 701 Airport. Both were under the Maximum Contaminant Level (MCL), marking the fifth consecutive quarter of compliance.
  • PFAS: The first round of PFAS samples was collected.
  • Instrumentation: Online and lab instrumentation were calibrated to meet PA DEP requirements. Comparative grab samples were taken to ensure the accuracy of continuous chlorine analyzers, turbidimeters, and pH analyzers.

Maintenance & Repair

Inframark staff completed 81 work orders in January, including:

  • Fire extinguisher and SCBA inspections.
  • DAF scraper adjustment, lightning mixer oil level checks, and raw water valve cycling.
  • Cleaning of CL17, clarifier troughs, and pH/turbidity meters.
  • Greasing of clarifier drives and finished water pumps/motors.
  • Jar testing to optimize chemical usage.

Financial Update

Maintenance Expenditures:

  • Long Barn: $180. 94 (Lighting, plumbing, electrical, squeegee, screws)
  • Hach: $76. 08 (Distribution sampling chlorine dispenser)

Health & Safety

  • There were no accidents in January.
  • Personnel have worked 1,461 days (4 years and 1 month) without an accident or injury.
  • Training Topics Covered: Weekly tailgate meetings, hydrant flushing, boil water advisory requirements, and cyber security.
