Ebensburg Municipal Authority: February 2024 WTP Monthly Report

Executive Summary & Operations
During February 2024, the Ebensburg water treatment plant treated a total of 33,399,000 gallons of reservoir water. This represents an average daily production of 1,151,690 gallons, which is an increase of 266,547 gallons per day compared to historical averages for the month. Additionally, an average of 67,431 gallons per day was purchased from Saltlick and blended into the distribution system.
Key operational updates include:
- Compliance: Inframark completed Tier II reporting and updated the emergency response plan. Copies were sent to the local emergency planning committee (LEPC) and Dauntless firehall.
- Maintenance Issues: On February 7th, staff addressed elevated DAF settled turbidity caused by a power loss to the coagulant pump. The issue was resolved after resetting the GFI and wasting water until acceptable levels were reached.
- Clearwell Inspection: An interior inspection of the clearwell was conducted using a remote operated vehicle (ROV). The inspection noted concrete spalling and corrosion on metal components, which is expected due to the age of the facility.
- Pump Repairs: Staff are working with vendors on pricing to repair issues with the #2 lagoon pump. On February 28th, a new permanganate pump was installed for the clarifiers to replace a temporary unit. The spare pump has been cleaned and placed on standby.
- Award: The Ebensburg Water Treatment Plant was selected to receive the prestigious Area Wide Optimization Program (AWOP) award from PA DEP. This award recognizes outstanding efforts in optimizing filter plant turbidity performance. Inframark has earned this award for the last three years and will be presented with it at the PRWA conference in State College on March 21st.
Plant Operations & Maintenance
- Production Range: Daily plant production fluctuated between 1,068,000 and 1,247,000 gallons.
- Filter Maintenance: Filters are washed every 144 hours (once per week). Longer runtimes have reduced the amount of backwash water used weekly.
- Work Orders: Inframark staff completed 51 work orders in February, including:
- Fire extinguisher and SCBA inspections
- DAF scraper adjustment and sump pump replacement
- Clarifier repairs/magnets (Harbor Freight)
- Oil/lubricants/grease fitting extension (Tractor Supply)
- Light batteries/sample stick/sandpaper/coax adapter (Home Depot)
- Clearwell inspection/plumbing (Ace Hardware)
- pH probe (Hach)
- DAF Sump pump (LB Water)
- Spray bottles/floats/disinfectant wipes (Walmart)
- Asco pressure sensor (USA Bluebook)
Financial Update
- Maintenance Expenditures: Total maintenance expenditures for February were detailed across various vendors, with the largest single expense being the Asco pressure sensor from USA Bluebook at $621. 91.

- There were no accidents in February.
