Ebensburg Municipal Authority: April 2025 WTP Monthly Report

Executive Summary & Operations
During April 2025, the Ebensburg water treatment plant treated a total of 36,728,000 gallons of reservoir water. This represents an average daily production of 1,226,067 gallons, which is a significant increase of 109,586 gallons per day compared to the same period last year. Additionally, an average of 65,726 gallons per day was purchased from Saltlick and blended into the distribution system.
Key Operational Events:
- Storm Response: On April 28th, a powerful storm with high winds caused a power outage lasting two and a half days. The plant successfully ran on its backup generator, with fuel deliveries keeping it online until power was restored. No major issues occurred.
- Maintenance: The DAF recycle pump was taken out of service and rebuilt.
- Sampling: Second quarter disinfection by-product samples were collected at sites 700 (Mini mall) and 701 (Airport). Both were found to be under the Maximum Contaminant Level (MCL) for Haloacetic acids and Trihalomethanes. Second quarter PFAS sampling was conducted, with results expected by May 20th.
- Reservoir Levels: The upper reservoir water level is increasing due to recent precipitation and is currently at -2. 5 ft.
- Pumping Stations: Saltlick and Ogden pumping stations were out of power for 4 days. All electrical components were inspected before power restoration, and no damage occurred. Staff noted that battery backups at these locations have short life spans and need replacement.
Compliance & Maintenance
Compliance Reporting:
- Monthly compliance reports (Monthly Operating Report or MOR) containing over 20,000 data points were submitted to the PA DEP.
- Nine bacteriological samples were collected; zero were found to be total coliform positive.
- Five chlorine samples were collected in the distribution system, all meeting the minimum requirement of 0. 20mg/L free chlorine.
- A study/plan regarding historical water loss was submitted to the PA DEP on 12-20-22, and a response is pending.
Maintenance Activities: Inframark staff completed 70 work orders in April, including:
- Fire extinguisher and ladder inspections.
- Sump pump exercises.
- DAF recycle pump rebuild.
- Chlorine scale bolt repair and chlorine room alarm test.
- DAF air saturation adjustments and sump level sensor verifications.
- Lagoon vault cleaning/float adjustments.
- Eye wash/safety shower inspections.
- Greasing clarifier drives and finished water pumps/motors.
- Cleaning of clarifier troughs, pH/turbidity meters, and the facility.
- Jar testing to optimize chemical usage.

- Maintenance Cap: Contract total is $25,950. 84/year. Previous balance was $16,865. 45. $2,054. 60 was spent this month, leaving a remaining balance of $14,810. 85.
- Chemical Cap: Contract total is $93,423. 12/year. Previous balance was $54,488. 89. $5,488. 11 was spent this month, leaving a remaining balance of $49,000. 78.

- There were no accidents in April.
- Personnel have worked 1,916 days (5 years and 4 months) without an accident or injury.
- Training Topics Covered: Weekly tailgate meetings, distracted driving, and heat illness.
