Ebensburg Municipal Authority: August 2025 WTP Monthly Report
Date: September 22, 2025 Submitted by: Luke Byrne, Inframark Water Infrastructure Operations
Executive Summary & Plant Operations
- Water Production: The plant treated 38,150,000 gallons of reservoir water in August, averaging 1,230,645 gallons per day.
- Water Purchases: An average of 444,905 gallons per day was purchased from Saltlick and blended into the system. This is higher than normal because Nanty Glo has been buying water from Ebensburg throughout August (roughly 500,000 gallons/day supplied to Ebensburg's system).
- Equipment Upgrades: On August 11th, staff installed two new turbidimeters (for raw and settled water) to replace old Hach 1720E models that were no longer supported. This provides more accurate data and reliability.
- Filter Evaluation: On August 21st, a third-quarter evaluation of Filter #3 was completed. The filter bed surface, media depth, and freeboard were found to be in excellent condition with no deficiencies.
- Reservoir Level: The upper reservoir water level is at -4 ft.
Maintenance & Repair
Inframark staff completed 63 work orders in August, including:
- Fire extinguisher and ladder inspections.
- Sump pump exercises.
- Air scour blower preventative maintenance.
- DAF air saturation adjustments.
- Lagoon vault cleaning and float adjustments.
- Eye wash/safety shower inspections.
- Greasing clarifier drives and finished water pumps/motors.
- Cleaning clarifier troughs, pH/turbidity meters, and the facility.
- Jar testing to optimize chemical usage.
Compliance & Safety
- Bacteriological Samples: Nine samples were collected as required by state regulations. Zero were found to be total coliform positive.
- Chlorine Levels: Four samples were collected (one per week minimum required). All four met or exceeded the 0. 20mg/L free chlorine requirement.
- Instrument Calibration: Online and lab instrumentation were calibrated to conform to PA DEP requirements. Comparative grab samples were collected for chlorine analyzers, turbidimeters, and pH analyzers.
- Water Loss Study: A study/plan detailing historical water loss and plans to address unaccounted-for water was submitted to PA DEP on 12-20-22. A response is pending.
- Safety Record: There were no accidents in August. Personnel have worked 2,039 days (5 years, 8 months) without an accident or injury.
- Training: Weekly tailgate meetings, PPE checks, and SCBA inspections were conducted.
Incident Report: Boil Water Advisory (BWA)
- Cause: On August 12th, contractors working on the Ann Street vault interrupted water service to roughly 900 customers.
- Response: Inframark provided a properly licensed operator to correct the problem and helped issue the Boil Water Advisory.
- Resolution: Inframark notified PA DEP, submitted necessary paperwork, and collected 8 rounds of bacteriological samples over two days. Approval was granted to lift the BWA.
