Ebensburg Municipal Authority: August 2024 WTP Monthly Report

Executive Summary & Operations
- Water Production: The plant treated 37,710,000 gallons of reservoir water in August, averaging 1,216,452 gallons per day. This represents an increase of 315,838 gallons per day compared to historical averages.
- Purchased Water: An average of 269,537 gallons per day was purchased from Saltlick. This higher-than-normal volume was due to water loss, contractor flushing for a water line project, and Nanty Glo purchasing water.
- Power Outages: The Water Treatment Plant (WTP) experienced three power outages in August. Each event caused Variable Frequency Drives (VFDs) to fault, requiring a full plant restart and inspection. Staff successfully restored operations each time with no lasting issues.
- Weather Events: A major rain event on August 9th increased water turbidity, but the facility handled it without issues.
- Nanty Glo Interconnect: On August 10th, Nanty Glo requested 300 GPM due to their inability to treat high turbidity water. They maintained this rate until August 19th, then reduced it to 200 GPM. The interconnect was shut off on August 29th.
- Regulatory Compliance:
- The Pennsylvania DEP performed a filter plant performance evaluation on May 23-24.
- Inframark staff are working with the PA DEP to update state records regarding treatment facility questions.
- A study/plan submitted on 12-20-22 regarding historical water loss is awaiting a response from the PA DEP.
- Maintenance Coordination: Staff worked with the Public Works department to develop a flushing plan addressing dirty water complaints on Crestwood Drive.
- Reservoir Management: The upper reservoir stream flow bypass valve was operated several times to ensure a minimum of 270,000 gallons of water were bypassed daily.
Maintenance & Repair
Inframark staff completed 63 work orders in August, including:
- Fire extinguisher and SCBA inspections.
- Installation of a new salt bridge on the finished water pH probe.
- Changing the bulb in the DAF 1720E turbidimeter.
- Painting various areas of the WTP facility.
- Ladder and sump pump inspections/exercises.
- DAF lightning mixer oil level inspections and blower lubrication.
- Lagoon vault cleaning and float adjustments.
- Eye wash/safety shower inspections.
- Greasing clarifier drives and cleaning clarifier troughs.
- Chlorine room alarm test.
Equipment Issues:
- On August 20th, a motor over-voltage alarm occurred at the Hillcrest tank site. Investigation revealed a bad winding in the motor.
- A new 50 HP motor has been purchased to replace the old one at Hillcrest. Installation is scheduled for September 26th.
- Inframark continues to monitor chlorine residual at the Ogden tank site. Both Ogden and Saltlick ran extensively in August to assist Nanty Glo with water supply.
