Ebensburg Municipal Authority Monthly Reports (August & July 2023)

The following summarizes key operational, financial, and safety details from Inframark’s monthly reports for the Ebensburg wastewater treatment plant (WWTP) and water treatment plant (WTP).


August 2023 Wastewater Treatment Plant (WWTP) Report

Executive Summary:

  • Treated 18,446,100 gallons of wastewater in August 2023.
  • Daily average: 595,000 gallons/day.
  • All testing and operational requirements met.
  • Centrifuge ran weekly; 9. 513 tons of sludge sent to landfill.

On the Radar:

  • U. V. wiper system seals installed and complete.
  • Drying beds cleaned out.

Operations & Compliance:

  • SBR tank testing done Mon/Wed/Fri for process control.
  • Influent/effluent compliance testing Tue/Thu for DEP reporting.
  • Data entered daily into WIMS for E-DMR monthly reports.
  • Monthly reports submitted electronically to DEP by 28th of each month.

Plant Operations:

  • Industrial Park and Emerald Estates pump stations checked daily.
  • Plant rounds/equipment checks twice daily.
  • Blowers’ oil and belts checked daily.
  • Influent/effluent samplers checked daily.
  • Centrifuge ran weekly.
  • Influent screening unit hosed/cleaned daily.
  • Floors (influent building, centrifuge building, sludge dumpster area) swept/hosed.
  • U. V. trough, bulbs, sensors hosed/cleaned twice monthly.

Maintenance & Repair:

  • 3 SBR mixers sent out for repair.
  • Influent screening unit auger needs repair — technician scheduled ASAP.
  • U. V. unit needs burnt wire socket replaced for bulb power supply — technician on site ASAP.
  • Control building floors swept/mopped weekly.
  • Grass/weeds cut around plant weekly.
  • 296 work orders completed for the month.

Financial Update:

  • Maintenance expenditures included:

    • Dodson Electric: $167. 50 (#4 Decanter service), $150. 00 (SBR mixers electrical work)
    • Exxon: $20. 16 (gas for mower/weed eater)
    • Ace Hardware: $16. 52 (8 concrete anchors)
    • NAPA: $338. 76 (cordless drill, oil dry), $33. 69 (hex socket set)
    • Sears: $68. 31 (pulley for push mower)
    • Lowes: $118. 85 (electrical tape, buckets, glue)

July 2023 Water Treatment Plant (WTP) Report

Executive Summary:

  • Treated 26,670,000 gallons of reservoir water in July 2023.
  • Daily average: 860,323 gallons/day.
  • Production increased by 100,000 gallons/day compared to July 2022.
  • Purchased 57,247 gallons/day from Saltlick and blended into distribution system.

Key Events:

  • July 5: Disinfection by-product samples collected; results under half max contaminant level for HAA5s — no public notice required.
  • July 7: Ogden tank chlorine booster station began operation; dosing plan created.
  • July 12: Tour hosted for Saint Francis University’s water reclamation academy (Prof. Tasker and students).
  • July 13: Emerald Estates pumping station found in alarm/failing to pump; dialer turned off. Fixed motor issues and restored dialer with borough staff.
  • July 26: PA DEP collected raw water samples for cyanotoxins — no detects.
  • Hartford Steam Boiler Inspection Co. conducted annual boiler inspections — both passed, certifications renewed.
  • Kaza Fire Equipment performed annual fire extinguisher inspections/renewals (4 units).

  • Third quarter disinfection by-product samples collected; annual compliance calculated.
  • Online/lab instrumentation calibrated to PA DEP standards.
  • Comparative grab samples collected for continuous chlorine analyzers, turbidimeters, pH analyzers.
  • Water quality monitored in clearwell for compliance compounds and secondary contaminants.

Plant Operations:
