Ebensburg Bulletin: July 2019 Summary

Water System Rating

The Department of Environmental Protection has given Ebensburg’s water treatment plant a “Commendable” rating, the highest possible score. This follows an extensive evaluation in March 2019 focused on optimizing treatment processes for public health protection. Borough Council commended the staff, led by Luke Byrne, for their dedication and professionalism in ensuring safe water delivery.

New Police Officer

Officer Aaron Leyo has joined the Ebensburg Police Department as a full-time officer, starting June 24th. He holds a degree in criminology from Mount Aloysius College and has over four years of experience as a police officer in Portage Borough, Hagerstown (MD), Cambria Township, and South Fork Borough.

Alleyways Policy

The bulletin clarifies the borough’s stance on alleyways:

  • The borough does not own alleys and provides no long-term or winter maintenance.
  • Adjacent property owners are responsible for maintaining the alleys next to their properties.
  • Property owners cannot construct anything on an alley if it’s the sole access to a parcel.
  • If all contiguous property owners agree, they can petition to have an alley abandoned; the borough typically supports this by waiving any interest.
  • Residents frequently ask about usage rights, often due to disputes over access or storage.

Sewer Compliance & Surcharges

Customers are required to have their private sewer laterals pressure tested and/or replaced to eliminate combined sewer overflows (CSOs) that discharge into Howells Run during heavy rain.

  • Compliance: Nearly 100% compliance has been achieved in the township and north of Highland Avenue.
  • Surcharges: Customers who fail to make repairs by their deadline face escalating surcharges on their bi-monthly sewer bill: 35%, then 50%, 75%, and up to 100%.
  • Ultimatum: If repairs are not made within more than one year, the Authority may terminate water and sewer service. No customers have reached this final stage yet.
  • Gas Line Project: Peoples Gas is installing new gas lines south of High Street this summer, repairing streets as they go. They will cross High Street and follow the sewer project route north of High Street once the south side is complete.

2020 Census

The 2020 Census is approaching. Participation is vital for equal political representation and to ensure the community receives its fair share of State and Federal dollars.

  • How to Respond: For the first time, responses can be submitted online at 2020census. gov. Phone and mail options are still available.
  • Census Jobs: The Census Bureau is hiring thousands of workers starting in August 2019 for address canvassing. Apply at www. 2020census. gov/jobs or call 1-855-JOB-2020.

Street Paving Update

  • South of High Street: Construction will be completed in July. Council will then advertise for bids to mill and resurface primary and some secondary streets with 1½ inches of new blacktop.
  • North of High Street: Full-width milling and resurfacing is planned for 2020, following the completion of gas and sidewalk projects.
  • LED Streetlights: Downtown streetlights and all park lights have been converted to LED. Savings in energy costs plus a rebate from Penelec will pay for the conversion cost over four years.

Sidewalk Project

  • 2019 Project: The sidewalk and curb project on South Caroline, South Marian, and West Triumph Streets is complete. Property owners are encouraged to pay their assessments soon.
  • 2020 Project: Plans for Sample, Crawford, Horner, and Caroline Streets are complete. Bids will be advertised in January with construction starting in the spring. The project is split into two contracts (east and west sides).

  • Double Play Training Center: 915 West Ogle Street. Baseball/Softball training center.

Ebensburg Swimming Pool Information

  • Daily Admission Rates: Adult (19-64): $6. 00; Child (4-18): $4. 00; Senior (65+): $4. 00; Twilight* (5-7 PM, Mon-Thu): $4. 00.
  • Pool Passes (Annual): Resident Individual: $120; Non-Res. Individual: $150; Resident 2 Person: $160; Non-Res. 2 Person: $185; Add-on person/Nanny/Babysitter: $25.
  • Private Pool Rental: Available Mon-Thu 7-9 PM, Fri-Sun 6-8 PM. Fee: $150 for 50 swimmers or less; $200 for more than 50. All fees include lifeguards.
  • Free Admission: With valid military ID.

Ebensburg Tennis Center

  • Programs: Offers individual/group lessons, junior programs, adult clinics, and flex leagues for juniors/adults. Court rentals available for members/non-members.
  • Memberships: Provide 24-hour access and online court reservation book. Summer memberships (May 23 - Sept 10) offer full privileges and can be pro-rated to an annual membership.
  • Annual Rates: Single: $160; Family: $210; Junior: $65; Out of Town Single: $70; Out of Town Family: $125.

Bike Rentals at YPCC

  • Requirements: Helmet included (required for under 12 per PA law). One-hour minimum rental. Must sign Waiver of Liability. Must provide driver’s license and leave car keys. No cash refunds.
  • Pricing: Adult 1 Hour: $8; Full Day: $32. Youth 1 Hour: $6; Full Day: $24.

Young Peoples Community Center (YPCC)
