Ebensburg Borough Council Meeting Minutes
Date: October 27, 2025 Time: 6:30 PM – 7:35 PM Location: Ebensburg Municipal Building, 300 W. High Street
Attendance and Opening
The regular monthly meeting was called to order by Council President Doug Tusing.
- Present: Council members Doug Tusing (President), Cecilia Houser (Vice President), Jeff Ball, Theresa Jacoby, Susan Kuhar, Mike Murphy, Max Cavazza (Junior Councilor), and Roy Lian (Junior Councilor).
- Absent: Bob Miller.
- Others Present: Borough Manager Kelly Cook, Mayor Randy Datsko, Police Officer Jim Bogus, Public Works Director Jerry Poruban, Recreation Director Rebecca Williamson, Community Development Director Danea Koss, Solicitor Matt Gribler, Luke Byrne (Inframark), Gerry McMullen and Renee Martin-Nagle (Municipal Authority), and Julie Pittman (The Mountaineer Journal).
- Audience: 4 members.
Council Business and Reports
Junior Councilor Oath Administration Mayor Randy Datsko administered the oath of office to new Junior Councilor Max Cavazza. The oath was also readministered to Roy Lian after the Council approved extending his term for another year.
Consent Agenda A motion to approve the consent agenda was made by Ms. Houser and seconded by Mr. Ball. The approved items included:
- Inframark reports for Wastewater and Water Treatment Plant Operations.
- Minutes from the September 22, 2025 regular meeting and the September 30, 2025 special meeting.
- Financial statements for September and third-quarter transfers.
- Payment of bills for October.
Water/Wastewater Committee Updates
- Inframark Reports: Written reports regarding operations, projects, and activities for both the wastewater and water treatment plants were submitted for Council review.
- Waterline Replacement Project: Guyer Brothers has essentially completed the project and is finishing outstanding items. A final inspection is scheduled for Thursday of that week.
- Stormwater Project: A. Liberoni Construction was issued substantial completion. Most restoration is finished, though the contractor has not yet completed all of it.
Recreation Committee Update Ms. Jacoby reported that the YPCC is experiencing worsening moisture problems. A bid from Sports Interiors was accepted last month, with work scheduled to begin that week and complete in early November.
Street Committee Update
- Parking Enforcement: Ms. Houser reported that staff are evaluating options for parking management and enforcement, including hybrid systems using phone apps, kiosks, or meters. Several companies were contacted, though most cater to larger towns.
- Rectangular Rapid Flashing Beacon (RRFB): No specific update was provided in the text.
Administration Committee Updates
- Budget: Department heads have begun preparing for the 2026 budget.
- Employee Pension Plans: The Council approved four actions regarding Minimum Municipal Obligation (MMO) calculations based on revised numbers from the Actuary:
- Rescind last month’s action for the non-uniformed plan ($79,179).
- Adopt the new MMO for the non-uniformed plan ($77,900).
- Rescind last month’s action for the uniformed plan ($46,036).
- Adopt the new MMO for the uniformed plan ($75,659).
- Motion passed unanimously.
General Business
- Ordinance #675: A proposed ordinance regulating the location of certain businesses (gaming parlors, hookah bars, marijuana dispensaries, CBD stores, vape shops, and tobacco stores) was granted final approval. A public hearing was held on September 22, 2025. Motion passed unanimously.
- Lease Agreement: The Borough and Goodwill of the Southern Alleghenies negotiated a one-year lease extension ending September 30, 2026. The new rate is $1,303. 64 per month (a 1. 45% increase). All other terms remain the same.
- TranSystems Proposal: The Council approved a proposal from TranSystems for the Borough Jencks Dam Pond Survey and Testing, with costs not to exceed $7,200. This testing is required to guarantee dredged material safety for a grant application. Motion passed unanimously.
Department Reports
- Police Department: Officer Bogus reported on increased call volume, the Halloween Parade, and ongoing training and computer updates.
- Public Works Department: Director Jerry Poruban thanked the Council for his service and provided updates on leak detection software training, one-calls for new businesses, and water leak searches.
- Community Development Department: Director Danea Koss reported on the completion of the Time Capsule burial, upcoming Volunteer Appreciation Night, Small Business Saturday, Halloween window painting, and Trick or Treat events.
- Recreation Department: Director Rebecca Williamson reported on the upcoming Halloween Party, winterization of pools and restrooms at fields and Lake Rowena, new playground equipment for the Center Ward Playground, a Round Robin Tournament at the Tennis Center, and the CCHS girls Tennis Team winning the PIAA championship.
- Building Permit Enforcement: A monthly report was forwarded to Council.
- Ebensburg Municipal Authority: Minutes from the last meeting were included in the Council’s packet.
- Ebensburg Planning Commission: No activity.
- Ebensburg Zoning Hearing Board: No activity.
- Codes Enforcement: Ms. Cook reported 2 violations for overgrowth of plants.
Adjournment
An executive session was held prior to the meeting to discuss a personnel issue. There being no further business, Ms. Houser made a motion to adjourn, which was seconded by Mr. Kuhar and passed unanimously.
