Ebensburg Borough Council Meeting Minutes - March 27, 2023

The following items were approved unanimously on motion by Ms. Houser:

  • March bill payments

Water/Wastewater Committee Actions

Resolution #2023-02:

  • Authorized Borough officers to sign documents for Ameriserv loan related to 2023 Water Project
  • Loan amount: $622,000 under Pennsylvania Local Government Unit Debt Act
  • Motion passed unanimously

Inframark Reports:

  • Wastewater Treatment Plant Operations report accepted and approved
  • Water Treatment Plant Operations report accepted and approved

Recreation Committee Updates

Dog Park Construction:

  • Contract awarded to Straw Construction contingent on Rotary Club funding
  • Groundbreaking ceremony scheduled for Monday, April 10th
  • Construction to begin April 10, 2023

Pool Renovations:

  • Grant awarded: $134,600 from Commonwealth Financing Authority
  • Funding through Local Share Account
  • Staff pursuing additional funding sources

General Business

Resolution #2023-03:

  • Authorized application for County Liquid Fuels tax fund aid
  • Amount: $10,000
  • Motion passed unanimously

Civil Service Rules and Regulations:

  • Updated rules approved after review by Civil Service Commission
  • Changes include education requirements and polygraph requirements
  • Rules hadn't been updated since 2009

Department Reports

Police Department:

  • Part-time Officer Tony Beltowski retiring at month's end
  • Plans to advertise for replacement part-time officer
  • Parking ticket enforcement reminder: fees double if unpaid, citations go to District Magistrate with fines over $100

Public Works Department:

  • Dump truck needs new motor
  • Water leak repairs in progress
  • Clean-up projects being coordinated with Luke Paronish

Community Development:

  • Art in Bloom application deadline: April 3rd
  • Earth Day Clean-up event scheduled for Saturday, April 22nd
  • Farmer's Market applications being accepted

Recreation Department:

  • YPCC Golf Outing scheduled for June 9th at Ebensburg Country Club
