Ebensburg Borough Council Meeting Summary

Location: Ebensburg Municipal Building (held via video conference)
Attendance
- Council Members Present: Doug Tusing (President), Dave Kuhar (Vice President), Theresa Jacoby, Scot May, Cecilia Houser, Mike Owatt, Jeff Ball.
- Others Present: Daniel Penatzer (Borough Manager), Randy Datsko (Mayor), Danae Koss, Jeff Evans, Dirk Johnson, Mark Pesto, Kristin Baudoux.
- Audience: 5 members.
Key Reports and Updates
- Mayor’s Report: Mayor Datsko announced that the Rotary Club of Ebensburg is distributing masks at Little Lending Libraries and local businesses. He reminded residents to complete the 2020 census, noting Ebensburg is at 71% completion. The Police Chief was absent due to travel to Pittsburgh.
- Council President’s Report: Mr. Tusing confirmed that the Cambria County District Attorney will enforce Governor Wolf’s shutdown orders.
- Public Comments: None were received during the public comment period.
Committee and Project Updates
- Water/Wastewater Committee:
- Inframark provided written reports for wastewater and water treatment plant operations.
- Reservoir Drain Valve: Bids were opened for the replacement of a drain valve on the small reservoir.
- West Horner Street Sewer: Bids were opened for a new sewer main extension in the 200 block of West Horner Street.
- North Cherry Street Sewer Project: Bids were opened for a new sewer main along North Cherry Street between Horner and Alton Streets.
- Recreation Committee: No report was given.
- Street Committee:
- Sidewalk Project: Work began May 11 on East Crawford Street. Tree removal is nearly complete, and stormwater line installation in the 300 block of East Sample Street is finished.
- First United Church of Christ: The church requested permission to discharge stormwater from downspouts onto Caroline Street. Council approved the request due to a lack of grassy alternatives, though they noted that discharging directly onto Sample Street is not permitted when alternatives exist.
Financial Decisions and Contract Awards
The following motions were made by Mr. Kuhar and passed unanimously:
- Reservoir Drain Valve Replacement: Awarded to Laurel Management (Johnstown, PA) for $41,470. 00.
- West Horner Street Sewer Project: Awarded to Snyder Excavating (Johnstown, PA) for $9,900. 00.
- North Cherry Street Sewer Project: Awarded to Snyder Excavating (Johnstown, PA) for $18,900. 00.
- Grannas Brothers Contract: A motion was made to award a contract to Grannas Brothers for $278,100. 00, contingent on Bureau of Aviation approval.
Department Reports
- Police Department: No report.
- Public Works Department: Repairs were made to water and sewer lines on West Milton. A 1. 5” pipe was installed to serve three new houses.
- Community Development Department: The Memorial Day Roving Parade is scheduled for Monday, May 25. Two new businesses have opened: Bettie’s Closet (1153 W. High Street) and Follow Your Art (226 W. High Street).
- Recreation Department: Fields and outdoor courts are open for families. Organized sports (Little League/Softball) are not yet permitted under Governor’s orders.
Public Comments and Adjournment
- Media Questions: Ms. Baudoux (Mainline News) asked if the reservoir gate and sluice gate are the same.
- Public Comments: Mr. Bill Link thanked Councilor Jacoby for her vote against changes to office access. Mr. Richard Davis requested a written response regarding issues raised about the sidewalk project.
- Adjournment: The meeting was adjourned at 7:42 PM following a motion by Ms. Jacoby.
