Ebensburg Borough Council Meeting Summary
Date: May 18, 2026 Location: Ebensburg Municipal Building
Attendance and Opening
The regular monthly meeting was called to order at 6:30 p. m. by Council President Doug Tusing. The meeting included the full council, Mayor Randy Datsko, Borough Manager Terry Carcella, and various department directors.
Consent Agenda
The council unanimously approved the consent agenda, which included:
- Reports from Inframark regarding Wastewater Treatment Plant Operations, Water Treatment Plant Operations, and Collections & Distributions.
- Approval of the minutes from the April 27, 2026 meeting.
- Approval of financial statements for April and payment of bills for May.
Committee Reports and Business
Water/Wastewater Committee
- Written reports from Inframark were submitted for review regarding operations and projects at the wastewater plant, water plant, and collections/distribution systems.
Recreation Committee
- Swim Team Agreement: Ms. Kuhar reported that an agreement is required for liability purposes with Kickboard Consulting, a private enterprise operating the Borough-affiliated swim team. The motion to approve the agreement was passed unanimously.
Street Committee
- Parking Enforcement: Mr. Carcella reported that a new electric service and meter are being installed by the County to serve streetlights and a potential pay station. The Borough is studying parking issues, including the use of the "ParkMobile" app for a shared lot across from the County Courthouse.
Administration Committee
- Ordinance Repeal: Council discussed repealing Ordinances #266 and #267 regarding mechanical amusement devices. Staff will draft a new ordinance based on previous criteria and conduct a survey to determine the number of devices potentially covered.
General Business
- Lake Rowena Project: A quote from Comcast Solutions for lighting and security cameras at Lake Rowena was discussed. The proposal exceeded the $24,500 sealed bid limit and is not a COSTARS provider, so staff recommends seeking quotes from other vendors.
- Electric Energy Contract: The Borough Manager successfully locked in a new electric supply contract with Freepoint Energy at a rate of $0. 07251 per kWh, effective December 2026. This rate will also apply to the Wastewater Treatment Plant upon expiration of its current contract.
- Orlu Land Purchase: Council approved the sale of a 700-square-foot parcel to Justice and Rosalie Orlu for less than $1,000. The sale is contingent on final appraisal and approval of a plan for lot line relocation, merger, and a permanent easement for the use of the Borough’s driveway.
- Municipal Authority Board: A vacancy exists on the Municipal Authority Board following the resignation of Heather Abbs. The position, ending December 31, 2030, has been advertised.
Other Items
- Appointment to Address Council: Mr. Pat Erzal requested approval to place an honorary plaque in Penn Eben Park honoring Gregory "Gromo" Alex for his 30 years of service to the United Nations.
- Mayor’s Report: Mayor Datsko announced that "Brighten the Burg" would take place on May 19th.
- Executive Session: The council entered executive session at 7:20 p. m. to discuss personnel and real estate issues, reconvening at 7:45 p. m.
