Ebensburg Borough Council Special Meeting Summary

  • Others Present: Daniel Penatzer (Borough Manager), Danea Koss (Community Development Director), Dirk Johnson (Recreation Director), John Paul Houser & Carol Rummel (Ebensburg Main Street Partnership)

A. Pledge of Allegiance

Recited at the start of the meeting.


B. Public Comments

None received.


C. Swimming Pool Reopening

  • Governor’s “yellow” conditions allow community pools to open with safety compliance.
  • Recreation Board recommends opening for summer.
  • Proposed guidelines:
    • Mandatory season/multi-day pass purchase
    • Cap at 200 people
    • Restricted to Central Cambria School District residents
    • Temperature checks required

Motion: Ms. Houser moved to open the pool; seconded by Mr. Jacoby. Vote:

  • Yes: Ball, Houser, Owatt, Jacoby
  • No: Tusing, May
    Motion passed.

Decision: Pool to open on Saturday, June 13th.


D. Events

  • Ms. Koss reported that under Governor’s 250-attendee limit, Downtown Shutdown and Homecoming events at Lake Rowena cannot be hosted as planned.
  • Partnership still wants to host daytime events for Homecoming.
  • Decision on PotatoFest deferred until end of month.

E. Recreational Facilities

  • Staff plans to reopen Ebensburg Tennis Center and YPCC with safety measures.
  • Debate over reopening fitness center within YPCC.

Motion: Ms. Houser moved to reopen fitness center in YPCC; seconded by Mr. Ball. Vote:

  • Yes: Owatt, Houser, Ball, Jacoby, Tusing
  • No: May
    Motion passed.

Decision: YPCC, Tennis Center, parks & playgrounds to reopen on Monday, June 8th.


M. Media Comments/Questions

N. Public Comments

  • Ms. Rummel praised the roving Memorial Day Parade and suggested more parades where possible.
  • Mr. May asked if Council could ban Confederate flags from borough events.
    • Mr. Blair Pawlowski responded: Borough Council cannot stop someone from flying the flag.

O. Adjournment

  • Motion to adjourn made by Ms. Jacoby, seconded by Mr. Owatt.
  • Passed unanimously.
  • Meeting adjourned at 7:28 PM.
