Ebensburg Borough Council Meeting Minutes - June 27, 2022

Attendees:
- Council Members Present: Doug Tusing (President), Cecilia Houser (Vice President), Dave Kuhar, Theresa Jacoby, Robert Miller, Mike Owatt, Jeff Ball.
- Others Present: Kelly Cook (Borough Manager), Blair Pawlowski (Solicitor), Dirk Johnson (Recreation Director), Randy Datsko (Mayor).
- Media: Amanda Datsko (The Mountaineer Herald), Katie Smolen (The Tribune Democrat).
- Public: Dave Lester and Jack Schaffer (Nathan’s Divide), Mike Murphy.
Consent Agenda
A motion to approve the consent agenda was made by Ms. Jacoby and passed unanimously. The items approved included:
- Confirmation that summer employees listed in the agenda have been hired.
- Approval of the minutes from the May 23, 2022 meeting.
- Approval of the financial statement for May.
- Approval of payment of bills for June.

Committee Reports & Business
Water/Wastewater Committee
- Wastewater Plant: Mr. Kuhar reported that written reports from Inframark are available at the office and on the website.
- Water Treatment Plant: Mr. Kuhar reported that written reports from Inframark are available at the office and on the website.
- High Street Water Line Replacement: A notice to proceed was issued on June 1, 2022. Work began on June 20, 2022. Substantial completion is expected by September 29, 2022, with final completion estimated for November 28, 2022.
Recreation Committee
- Rotary Dog Park: Ms. Jacoby reported that a meeting between the Rotary and Recreation Committee will be scheduled once necessary parties gather information regarding the administration of the dog park construction.
Street Committee
- 2022 Street Paving Project: Bids were opened on June 21, 2022. Four bids were received for the project, which had an estimated cost of $295,156.67.
- Bids Received:
- HRI, Inc. : $306,026. 40
- New Enterprise: $280,073. 80
- Quaker Sales: $277,235. 50
- Grannas Brothers: $269,988. 29
- Decision: A motion was made by Ms. Houser to award the project to the lowest bidder, Grannas Brothers, for $269,988. 29. The motion passed unanimously.
- Bids Received:
Administration Committee
- Summer Hires: It was recorded that the following applicants were hired for summer employment at $10.50/hour:
- Casidhe Shetter (Office Assistant)
- Taylor Ream (Lifeguard)
- Maggie McCullough (Lifeguard)
Public Works Director Search
- Jeff Evans retired effective June 16, 2022. Three applications were received and interviewed on June 20, 2022. The committee will make a recommendation in executive session.
Department Reports
- Police Department: Chief Wyland reported no incidents and six parking tickets issued last month.
- Public Works Department: No report.
- Community Development: No report.
- Recreation Department: Director Dirk Johnson submitted a report on last month's activities.
Public Comments
- Mr. Mike Murphy (N. Spruce Street) raised a reoccurring sewer back-up problem in the 700 block of N. Marian Street. Staff confirmed they are aware of the issue and have a plan to replace a short section of failed piping.
Executive Session
- The Council entered executive session at 7:20 p. m. to discuss a personnel matter and exited at 7:34 p. m.
- Hiring Decision: A motion was made by Ms. Houser to hire Josh Surkovich as the Public Works Director at an annual salary of $65,000. The motion passed unanimously.
- New Position: A motion was made by Mr. Owatt to advertise for a Laborer I position. The motion passed unanimously.
Adjournment
- A motion to adjourn was made by Ms. Houser and passed unanimously. The meeting was adjourned at 7:40 p. m.
