Ebensburg Borough Council Meeting Minutes — July 26, 2021

    • Approved minutes from June 28, 2021 meeting.

Committee Reports

Water/Wastewater Committee

  • Wastewater Plant Operations: Mr. Ball reported that Inframark provided written reports for the wastewater plant; copies were included in Council’s packet.
  • Water Treatment Plant Operations: Mr. Ball also reported that Inframark provided written reports for the water plant; copies were included in Council’s packet.

Recreation Committee

  • No report submitted.

Street Committee

  • 2021 Sidewalk Project:

    • Contractor: Ameron Construction
    • Start date: March 5, 2021
    • Completion date: July 16, 2021 (before July 31 deadline)
    • Contract awarded: February 22, 2021
    • Total cost: $768,467. 00
    • Property owners who installed their own sidewalks had until September 9, 2021 (180 days from July 12) to complete work — no exceptions for weather.
  • 2021 Paving Project:

    • Contractor: New Enterprise
    • Notice to proceed: July 19, 2021
    • Deadline for completion: September 28, 2021
  • Center and High Street Signal:

    • Audible alert for walk/don’t walk signal has been ordered.
    • Expected installation: next month (August 2021).

Administration Committee

  • No report submitted.

Diversity Committee

  • Supporting efforts to host a Spring Festival in Ebensburg next year.
  • Will celebrate diversity and cultural heritage of the area.

General Business

PLCB Noise Enforcement Ordinance

  • Since 2008, Ebensburg Borough has enforced noise regulations at licensed liquor establishments, exempting them from PLCB enforcement.
  • Exemption last approved in 2016; due for renewal.
  • Resolution #2021-02 submitted to petition PLCB to renew exemption.
  • Motion to adopt Resolution #2021-02 passed unanimously on motion by Ms. Houser.
  • Copy of petition, map of exempted area, and boundary descriptions included in Council’s packet.

Cambria County Release of Claims

  • Class action lawsuit filed by Chester Upland School District against Pennsylvania counties and local Prothonotaries over fees charged to municipalities.
  • County determined municipalities were charged more than a $10 limit.
  • County intends to reimburse all municipalities, including $6. 50 to Ebensburg Borough.
  • Motion to release Cambria County and Prothonotary from claims contingent upon receipt of $6. 50 reimbursement — passed unanimously on motion by Ms. Houser.

Department Reports

Police Department

  • Chief Wyland reported:
    • Placement of Safe Exchange Zone at Cambria County Courthouse.
    • Installation of restricted parking signs near Memorial Field.

Public Works Department

  • Director Jeff Evans reported:
    • Fish delivery at Lake Rowena and Jenks Dam.
    • Work on lead line replacement along High Street.
    • Efforts to pinpoint water leakages to reduce water loss.

Community Development

  • Director Danea Koss reported:
    • Upcoming Downtown Shutdown and Homecoming event.
    • Updates on Concerts in the Park, Farmer’s Markets, and Volunteer Appreciation Night.

Recreation Department

  • Director Dirk Johnson submitted a written report on monthly activities (details not summarized in minutes).

Public Comments & Adjournment

  • Public Comment: Mayor Datsko asked Council to consider limiting window service hours in the Borough Building to two hours per day.

    • Council decided to hold off on decision since new secure payment drop box was recently installed.
