Ebensburg Borough Council Meeting Minutes

B. Public Comments

None received.

C. Consent Agenda

Approved unanimously on motion by Ms. Jacoby:

  • Approved minutes from July 26, 2021 regular meeting.
  • Approved financial statement.
  • Approved payment of bills.

D. Appointment to Address Council

None scheduled.

E. Mayor’s Report

Mayor Datsko plans to schedule a meeting with the street committee to review and discuss winter parking policies.

F. Council President

No additional comments.

G. Water/Wastewater Committee

  • Inframark Reports: Written reports for both wastewater and water treatment plant operations were provided in the council packet.

H. Recreation Committee

No updates or reports.

I. Street Committee

  • 2021 Paving Project:

    • Awarded to New Enterprise; notice to proceed issued July 19, 2021.
    • Deadline: September 28, 2021.
    • Milling expected week of September 13th.
    • People’s Gas requested delay due to their own project within planned paving area — less than 15% of total scope.
    • Borough can delete up to 25% without penalty; affected areas (N. Spruce, W. Horner, N. West, Belmont) will be moved to 2022 project.
    • Gas company committed to finish by June 2022.
  • Center and High Street Signal:

    • Audible walk/don’t walk signal installed July 28, 2021.
  • Stormwater Damage:

    • Recent heavy rains caused damage, especially along 100 block of S. Caroline Street where stormwater undermined road sub-base.
    • Borough will excavate, repair broken lines, replace sub-base, and repave.

J. Administration Committee

  • Public Works Hire:
    • Mr. Gerald Poruban hired as full-time public works employee at $17. 08/hour after interviews and application review.

K. Diversity Committee

No reports or actions.

L. General Business

  • PLCB Noise Enforcement Ordinance:

    • Borough has exempted licensed liquor establishments from PLCB noise enforcement since 2008.
    • Exemption last renewed in 2016; due for renewal again.
    • Hearing held with PLCB and staff; Chief Wyland testified in favor of renewal.
    • Staff awaiting final decision.
  • Lease Agreement with Goodwill:

    • Current lease (signed Oct 18, 2018) expires Sept 30, 2021.
    • Goodwill requested month-to-month extension; negotiations ongoing.
    • Final recommendation to be presented next month.
  • Planning Commission Vacancy:

    • Vacancy existed for several months; letters of interest requested.
    • Thomas Williams applied and was interviewed — deemed excellent candidate.
    • Motion to appoint him until December 2023 passed unanimously (moved by Mr. Kuhar, seconded by Ms. Houser).

M. Department Reports

  • Police Department (Chief Wyland):

    • Reported on Homecoming events and recent increase in unemployment fraud cases.
  • Public Works Department (Jeff Evans):

    • Center ward playground updates completed.
    • Discussed water main replacement project and grant application status.
  • Community Development (Danea Koss):

    • Successful Downtown Shutdown and Homecoming events.
    • Closing out “Concerts in the Park” and “Volunteer Appreciation Night” (scheduled for Thursday, Sept 30).
    • Dog Park Grant contest concludes next Tuesday.
    • Festival of Books taking place Saturday, Sept 18 in Ebensburg.
  • Recreation Department (Dirk Johnson):

    • Upcoming Pooch Pool Party.
    • Exploring grant opportunity with CCCRA to rent cross-country skis from YPCC during winter months.

P. Executive Session

Council entered executive session to discuss lease renewal with Goodwill of the Southern Alleghenies.
