Overview

The Borough of Ebensburg (Cambria County, Pennsylvania) has established a Stormwater Program and User Fee Credit Manual. This program creates a dedicated funding source for the operation and maintenance of the borough’s stormwater infrastructure. All developed parcels are required to pay a fee based on their impervious coverage.

Credit Program Purpose

A credit program was developed under Section 11 of the Stormwater User Fee Ordinance (#612). It allows property owners to apply for credits by implementing and maintaining Best Management Practices (BMPs) on their land. These practices reduce the rate and volume of stormwater entering the sewer system or provide on-site water quality benefits.

The primary goals of this credit program are to:

  • Increase public support for the stormwater fee by recognizing ongoing management activities on private property.
  • Maintain high functionality of existing infrastructure and maximize current capacity.
  • Limit the need for expanding stormwater-related infrastructure and defray future capital costs.
  • Encourage private investment in installing and maintaining private stormwater management systems.

Eligibility and Types of Credits

Owners who install BMPs to reduce stormwater flow or pollutant loading can qualify for a reduction in their stormwater fee. BMPs are defined as measures or facilities that prevent or reduce the transport of pollutants and/or control stormwater runoff volume or rate.

The manual outlines several specific types of credits available, including:

  • Single Household Detached Credits
  • Water Quality Credit
  • Volume Control Credit
  • Peak Flow Credit

Application Process

The manual details the procedures for applying for these credits. Key steps and requirements include:

  • Application Forms: Specific forms are provided in Appendix A.
  • Documentation Requirements: Applicants must submit necessary documentation to support their credit request.
  • Application Fee: There is a fee associated with applying for credits.
  • Credit Approval: The borough will review applications and approve or deny them based on the criteria.
