Ebensburg Municipal Authority Stormwater Fee Resolution (Resolution #2014-04)
The Ebensburg Municipal Authority has established a new fee structure to support its stormwater management system. This resolution was adopted on July 28, 2014, following a vote at the regular meeting held on July 21, 2014.
Background and Purpose
- The Borough of Ebensburg originally built and maintained a public stormwater system.
- This system was later conveyed to the Ebensburg Municipal Authority ("the Authority").
- The goal of this resolution is to create an equitable fee for all developed properties that use or benefit from the system, ensuring a dedicated funding source for ongoing operations and maintenance.
- The fee structure is based on reports commissioned by the Borough, including a "Stormwater Conveyance System Analysis Report" (Sept 2013) and a "Stormwater Utility Rate Analysis Report" (June 2014).
- The fees are authorized under Borough Ordinance #612.
Fee Structure and Charges
A. General Applicability
- User fees are imposed on every developed lot, parcel of land, or building connected to, serviced by, or benefiting from the stormwater system.
- Fees are payable to the Borough of Ebensburg and collected by them on behalf of the Authority.
B. Single-Household Detached Residential Dwellings
- Charged at a rate of one (1) Equivalent Residential Unit (ERU) per dwelling unit.
- Initial Rate: $4. 00 per month ($48. 00 annually), effective September 1, 2014.
- Increased Rate: $8. 00 per month ($96. 00 annually), effective January 1, 2016.
- Future adjustments to the charge per ERU may be made by the Authority as needed.
C. Other Developed Non-Single Household Parcels
- Charges are based on the square footage of measured impervious surface (e. g. , roofs, driveways).
- The area is converted into ERUs by rounding up to the next highest half ERU.
- The total charge is calculated by multiplying the number of ERUs by the unit rate set in Section B above.
- Minimum Charge: No parcel will be charged less than one (1) ERU.
- Maximum Charge: No parcel will be charged more than thirty (30) ERUs.
