Application Overview

This is a two-page application form for the Borough of Ebensburg regarding the review of a Subdivision or Land Development Plan. It is designed to collect detailed information about the proposed project, the applicant, and the property.

Required Information Fields

The form requests the following details:

  • Application Basics: Date filed, name of subdivision/development, tax parcel number, deed book/page number, plan date, and tax map block/unit.
  • Applicant Details: Name, mailing address, telephone number, and interest type (Owner, Agent of Owner, or Other).
  • Subject Property: Name of the property owner, address/location of the property.
  • Professional Involvement: Name and mailing address/telephone number of the Engineer/Surveyor.
  • Project Specs: Total acreage, number of lots, and zoning district.
  • Lot Use Proposal: A breakdown of the proposed use for lots (Single Family, Multi-Family, Commercial, Industrial, Other) with columns for the number of lots and units.
  • Construction & Utilities:
    • Whether construction will begin immediately (and by whom).
    • Land deed restrictions or covenants.
    • Type of water supply (Public, Semi-Public, On-Site).
    • Type of wastewater system (Public, Semi-Public, On-Site).
    • Description of off-street parking.
    • Whether streets are proposed for dedication.
    • Proposed zoning changes.
    • Confirmation if public utilities have been contacted and identification of those utilities.
  • Signatures: Name, signature, and date of the applicant.

Submission Procedures

The bottom of the second page outlines three distinct stages for submission:

Initial Submission

  • Copies Required: Nine (9) copies.
  • Deadline: Must be received at least 21 days prior to the meeting.
  • Review Body: Ebensburg Planning Commission (meets the first Thursday of each month).
  • Process: Reviewed by Borough Manager, Engineer, Zoning Officer, County Planning Commission, and the Planning Commission. If approved, it is forwarded to Borough Council for final approval.

Revised Submission

  • Copies Required: Thirteen (13) copies.
  • Deadline: Must be received at least 7 days prior to the meeting.
  • Review Body: Borough Council (meets the fourth Monday of each month).
  • Process: The plan must reflect changes recommended by the planning commission. The Council may approve as submitted, approve with conditions, refer back to the planning commission, or reject.

Final Submission

  • Copies Required: Three (3) copies.
  • Process: This plan must reflect all changes approved by the Borough Council. After signatures are affixed, one set is kept by the borough, and two are returned to the applicant (one for recording).
