Position Overview
The Borough of Ebensburg is seeking a Community Development Director. This is an administrative management role reporting to the Borough Manager. The position requires a high degree of independent discretion and judgment, focusing on planning, community development, marketing, and grant acquisition.
Key Responsibilities
The Director is responsible for the following core functions:
- Business Development: Actively market the Ebensburg business district to retain existing businesses and recruit new ones. This includes maintaining an up-to-date inventory of buildings and businesses.
- Main Street Partnership: Oversee the Main Street Partnership, recruit members, and serve as a liaison to the Board.
- Events & Marketing: Coordinate special events such as PotatoFest, Homecoming, Art In Bloom, Farmers Market, and Dickens of a Christmas. Manage marketing initiatives, including website maintenance (five websites), press releases, advertising, and public relations.
- Project Management: Oversee all ongoing development projects and the borough’s Geographic Information System (GIS).
- Funding: Seek and acquire grant funds for various projects.
- Public Relations: Serve as the spokesperson for media interviews, write newsletters, and answer public inquiries regarding programs and projects.
- Staffing: Recruit and oversee interns and volunteers.
Qualifications & Requirements
- Education: High School diploma or equivalent required; a BA in a related field is preferred.
- Experience: Demonstrable experience in routine clerical and accounting responsibilities, office computer software (Word, Excel, PowerPoint, Publisher, QuickBooks), and administrative capacities such as community development or public administration.
- Knowledge: Understanding of municipal planning, community development programs, and commercial/residential rehabilitation principles.
- Licenses: A valid Pennsylvania motor vehicle operator's license is required.
Working Conditions & Schedule
- Hours: Forty (40) hours per week. The standard schedule is 8:00 a. m. to 4:00 p. m. , but this may vary.
- Flexibility: The position frequently requires attending evening meetings and working weekends/holidays during special events. Work in excess of 40 hours may be required.
- Physical Demands: The role involves moderate work, including considerable standing (up to 8 hours/day), walking, and sitting. It also requires the ability to traverse rough terrain or unfinished construction sites for field reviews.
- Location: Frequent presence in the downtown area is required to build relationships with business owners. The position involves 80% inside work, though noise levels may be sufficient to interrupt conversation.
